How do I license PowerBI?
Licencing software can be a hugely complex subject. Some products are easy enough, others have various levels of features and capabilities that can be activated at different licenses. PowerBI is no different.

PowerBI Free
Power BI Free is a free license, which, when assigned to a user will allow them to connect to data sources, analyse data, and create reports for their own use. This license targets individual clients who want to build reports for personal purposes and do not need to share the content with others through a cloud service.
Build own PowerBI Reports
License is issued ‘Per User’ - Cost: $0/No Charge

PowerBI Pro
The Pro license will augment the users capability and add the ability to share data and reports with other users that also have Pro license. In addition, some added features are;
Storing datasets – up to 10GB per user,
Exporting reports onto a website or a SharePoint site
Max 1GB dataset size
Max of 8 of scheduled refreshes per day
License is issued ‘Per User’ - Cost: $12.80 CAD /per user per month
PowerBI Premium (Per User)
Premium features include;
large data models (up to 100 GB)
frequently scheduled refreshes (up to 48/day)
premium functionalities like Paginated Reports or Artificial Intelligence (AI) scripts.
License is issued
‘Per User’ - Cost: $25.60 CAD /per user per month

PowerBI Premium (Per Organization)
License your organization with capacity to accelerate access to insights with advanced AI, unlock self-service data prep for big data, and simplify data management and access at enterprise scale—without per-user licenses for content consumers.
License is issued
‘Capacity Based’ - Cost: $6,393.60 CAD /per capacity per month assigned to an organization

NOTE:
Report accessibility also depends on the workspace where the report has been published to.
Some Microsoft Office 365 licenses (such as E5) contain a PowerBI License
